forgejo has a nice repo migration interface. when a user triggers a migration agents should automatically start migrating it to the app template. bulk migration should be supported

the main idea is allowing orgs to deploy with lots of custom apps and use ai to migrate them to the platform flavor to use the platform to develop them further
