The manual half of #14: the bundled genesis/seed.tar.gz now carries mcp 0.23.15 (+secrets-cli) + agents 0.7.3 + sync-env + the gitops pins, so a fresh clone germinates WITH self-serve secrets. Verified at re-seed time. A full cold germination from it hit the runner flake in #19 (separate). The automation (workflow-rebuilt seed) remains #14.

genesis: refresh seed to carry the secrets stack (mcp 0.23.15 + secrets-cli + agents 0.7.3 + sync-env) 60cc72e4bc

Manual re-seed from a platform running the full self-serve-secrets stack, so a
fresh 'nix run .#up' ships with it. Verified the bundle pins mcp 0.23.15 +
agents 0.7.3 and contains secrets-cli + sync-env. Partial toward #14 (the manual
refresh); the automation (a workflow that rebuilds the seed) is still open in #14.
NOTE: a full cold germination from this seed hit the runner flake tracked in #19.
